New York Power Authority Pre-Qualifies Four Additional Renewable Developers and Investors for Collaboration Opportunities

The New York Power Authority (NYPA) announced the selection of four more pre-qualified private developers and investors to collaborate with NYPA on the development of renewable energy generating projects, including solar photovoltaic, wind, battery storage, green hydrogen, geothermal, and related transmission. Those four are in addition to the 89 entities previously approved. The Power Authority today also released a new Request for Information asking industry developers, storage companies, and other collaborators for their interest in contributing to NYPA’s Renewable Energy Access and Community Help (REACH) Program which was announced by Governor Kathy Hochul in October. The RFI seeks to understand if renewable energy developers are interested in entering into voluntary contribution agreements with NYPA to support the REACH effort to satisfy renewable energy certificate or storage credit agreements. 

“Four more developers have been added to the Power Authority’s roster of nearly 100 qualified entities to help us advance our clean energy priorities,” said NYPA President and CEO Justin E. Driscoll. “NYPA is driving the energy transition and developing renewable energy projects throughout the state, but affordability is always top of mind. Today we also released a new RFI to better understand how our collaborators can best work with us to provide utility bill relief to low-income New Yorkers.”

Qualified vendors were identified through a competitive Request for Qualifications (RFQ), released originally in March 2024 that sought interest and information from renewable developers outlining their experience and qualifications. The approved entities are prequalified for five years and can respond to both future Requests for Proposals (RFP) or other procurement offerings from NYPA where there will be the opportunity to submit complete project proposals, including terms and costs. Respondents were assessed based on several considerations, including an evaluation of experience, financial overview, partnership structure customization and flexibility, knowledge of market dynamics and incentives, proven engagement within New York State, and team size and resources.

NYPA’s Expanded Authority to Develop Renewable Energy

The 2023-24 Enacted State Budget authorized NYPA to advance renewable energy and support state priorities, building on NYPA’s existing efforts to provide clean, affordable power and expand New York’s transmission system. Specifically, this expanded authority called for NYPA to accelerate renewable energy development, support workforce training, establish the REACH program, support decarbonization efforts across the state, and deactivate its small natural gas power plants in New York City and on Long Island.

Since Governor Kathy Hochul signed the 2023-2024 Enacted State Budget into law, NYPA has made significant progress, including establishing business structures, filling key roles, and advancing initial projects. NYPA has also created a subsidiary, the New York Renewable Energy Development Holdings Corporation (NYRED), to facilitate external capital and protect against project risks.

In January 2025, the Power Authority published its inaugural Renewables Strategic Plan for developing new renewable energy generation projects to supply New Yorkers with affordable, reliable, and emissions-free electricity. The plan outlined 37 projects across New York State, representing a potential of more than 3 GW of renewable energy. The plan also reflects feedback from thousands of stakeholders statewide, sets priorities for projects to be advanced over the next two years and includes the pursuit of additional projects in future updates to the plan.

In April, Governor Hochul announced that NYPA and the City of Albany will co-develop a new 1.5-megawatt solar energy project at the capped North Albany/Shaker Park landfill. The ground-mounted solar farm is estimated to come online in 2027 and will power the equivalent of more than 200 homes. The project is NYPA’s first renewable energy project that is part of its REACH program, which will lower energy costs for low- or moderate-income Albany area residents and eligible New Yorkers in the surrounding area. In March, Governor Hochul announced that NYPA would take 100% ownership of Somers Solar, a 20 MW solar energy generation project in the town of Fort Edward in Washington County. This project was NYPA’s first renewables project announced under its expanded authority.
